The leg bone's connected to...
Ah, it's been a while since my last post, but I suppose if you were really observant, you would have already figured that out.
I really wanted to touch on water today. Most people know of FEMA (federal emergency management agency), but do you know where it comes from or what it does? How about water quality? Who's in charge of that?
Allow me to break it down:
The president picks out all of the heads of the beauricratic agencies like FEMA, the EPA and even the USDA. These agencies then might have state agencies associated with them. In the case of FEMA, the president is the head of the agency, and the whole group of FEMA works as the body. As an engineer, I do a lot of FEMA mapping requests. FEMA doesn't have the resources to be everywhere all the time, so it relies on citizens to make requests as necessary.
The EPA is a different entity all together. The president still acts as the head, and the EPA still acts as the body, but it has "arms and legs" in every state. Here in California, there is the State Water Resources Control Board. It has 12 regional districts around the state which dictate how business can discharge water and which construction measures need to be in place in order to minimize mud and pollutants being washed downstream if it rains.
The system has a lot of room to be what I call "politicized". It's a beaurcratic process, for sure, but I assure you that it works most of the time, and water quality around the US is getting better than it was in the 70's.
But, there is also room for improvement in the political area. It's our duty as citizens to be aware how this process works so that if something goes wrong with our water, we know who to call. (Just to clarify - it's not a doctor!)

The Deep Underside of Rain
Sticking with my theme, I thought I would share the not-so-bright side of rain events.
Allow me to introduce you to my situation: I love the rain. It's what brings me work. It's what fuels the oceans, and it usually washes all the crud that has been accumalating on my car since the last rain event.
However, whenever it rains, I lose my husband. He's also an engineer, but because he's male or big and burly or whatever, he is choosen to go out to the side of the interstate and monitor BMPs (Best Management Practices - I'm sure I'll blog on this later, but if you're really curious, just look it up.) It drives me nuts! I know we need to sample for data purposes, and while most places do have automated monitoring stations, there's no replacement for human judgement. Ah, let me type that again: THERE IS NO REPLACEMENT FOR HUMAN JUDGEMENT. So, he is out there, usually 10 hours at a time, calling the shots, seeing whether or not the water on the side of the road is filthy or realitively clean.
It just amazes me that in just a few hours, I'll be sitting here in my dry house looking out the window, grateful for the water that is falling; yet, at the same time, I'll be worrying about my poor husband who will be drenched somewhere on the side of the road, picking up what comes down.

Here on Earth
Alright, I'm kinda new to this bloggin' thing, and I've been told that my writing skills are not as good as my engineering skills. (Maybe that's a good thing?!?)
Anyway, I've named this "The Splashiest Place on Earth" because it reminds me of disneyland. I grew up going to disneyland ALL OF THE TIME. It was awesome, and when I was younger it was so much fun. Then, I learned more, and more and more! Suddenly, the joyous moments of my childhood were replaced with scenes from Disneyland: Underground. There are miles of tunnels and mazes throughtout the park which are complete hidden from that average park-goer. I mean, there is so much that can be missed when one goes to disneyland.
The same goes for water. Just looking at it usually doesn't tell you much. How do you actually know what's IN your water? I mean it goes through a network of pipes just to get to your faucet. (And if you don't drink tap water... then what do you use to brush your teeth? how about a shower?) I mean, water is all over the place.
Maybe it's because I'm a southern california girl, or maybe I'm just naturally inquisitive. But somehow I have been become enchanted with the notion that while our bodies survive on H2O, it's more facinated to know what H2O is all about. I hope that you enjoy this journey with me, and I hope I can blog semi-often. =)
